NORTH JERSEY YOUTH BASEBALL Hackensack Memorial Day Tournament                        General rules and Information 

1.      The tournament will begin Friday 22 May to 25 may 2009

2.      Teams must provide the Tournament Director with a copy of their team insurance certificate with proof of liability coverage.

3.      All teams will be guaranteed 4 games during this tournament

( Unless in climate weather intervenes then the Tournament Director will do his best to get games in. Games may be reduced only if weather is a factor)

4.      This tournament is run by the NJYB but is an independent tournament open to all level teams.   

5.      First and Second Place teams will receive a Team Trophy and Individual trophies up to 15 per team.

6.      Field Sizes;

                    13u -15u    will play on a 60/90 field

                     11u-12u    will play on a 50/70 field

                     9u-10u      will play on a 46-65 field

                        8u          will play on a 40/50 field

  

7. Cost; 8u-10u 9 ($450)

             11u-12u   ($550)

             13u-15u   ($595)

 

7.      Umpires will be provided by the Tournament. Age brackets 11u-15u will have 2 umpires per game. While 8u-10u will have 1 umpire per game.

 

8.      Rules: National High School Federation Rules will be followed during this tournament with some exceptions at the younger age levels.

9.      Age cutoff is May 1st for all divisions. Whatever age your player is o April 30th indicates the division they should participate.

   Format 

The format for age groups 8u-15u will be 3 games Round Robin with the 4th game determined by seating’s.

The 4th game will be the Championship game or a Consolation game.

Age groups will be broken down to divisions. Teams will be paired off by their standings for the 4th game

 

A.        1st place team in each division will play for the Championship

B.        2nd place team will play the 2nd place team from the other bracket

C.        3rd place will play 3rd place

D.        4th place and so on will follow the same guideline

  

Determining who places higher in seating will be based by games won and lose and then we will use the Tournament Tie Breaker Rule if need to be applied

Tie-breakersTies are possible in pool play (in the case of a three-way tie, the procedure will go to step twofirst).1. Head-to-head results (if applicable)2. Total runs allowed3. Lowest single game runs allowed4. each subsequent lowest single game runs allowed (2nd lowest for each team,       3rd lowest for each team, etc.)5. Coin flip 

Tournament Director will then make the decision who places in what seed based on all the rules above.

  Team Rosters 

Mangers must have a copy of their rosters and birth certificates in their processions at all times during play. Age cut off for the tournament is 1st May.

 

Teams are permitted 1 Manger, 2 Coaches and 1 Scorekeeper in their dugouts. Others will be asked to leave.

 

Mangers are responsible for their Coaches, Players and Parents behavior. If a Manger can not control them the umpire may ask them to leave the park.

 Insurance 

All teams must present a copy of their teams insurance to the Tournament Director prior to their first game and also maintain a copy in their procession.

 

Coverage is the responsibility of all Mangers.

 

Teams may purchase insurance from K & K  Insurance Services, INC

   Regulation Game 

Games will consist of six innings. If a game is tied at the end of 6 innings the game will continue with National  League rules. A runner will be placed on second base and the game will continue until there is a winner after each team has an equal amount of bats. If the Home team is ahead they do not need to bat.

 No inning may start after 1 hour and 45 minutes from the first pitch. Home team is decided be the toss of a coin. Home team will be the official Scorekeeper.  At the end of each inning the Scorekeepers will confirm with the umpire the score and amount or runs. In the Event that a game is called because of light, weather or time limit the game will  Mercy RuleThe Mercy rule will be as followed for the following ages 11u-15u    8 runs after 4 1/2 inning if the home team is a head or after 5 innings  

8u-10 u     10 Runes after 3 1/2 inning is the Home team is a head or 4 innings

8u will play 40/50

Pitching No Restriction . Coaches Discretion

 

Stealing: teams may steal bases 3 times per inning once the ball crosses the plate but no player may advance home unless it’s a batted ball, dead ball  or a walk. 

 Players may not come home on a over throw,

Runs per inning: 6 runs per inning 

Bats: players may not use a bat bigger then 2 5/8 in dia.

Coaches may bat everyone or they must follow the substitution rule.

If coaches have used all their substitution and a player gets hurt a coach may re-insert a sub so the game does not end on forfeit.  If a coach used all his players and a player is ejected and the team has no more subs that team will forfeit regardless of the score.

Player ejection: If a player is ejected that player may remain on the bench unless the umpire declares that player is a distraction to the team then that player will be removed from the bench.

If a coach is ejected from a game he must remove his self from the field.

Game length: A complete game will consist of 6 innings. If a game stopped for any reason  and 4 innings have been played it will consist of a complete game (3 ½ innings if the home team is up) If a game is stopped and the game has gone past 4 innings the game will revert back to the score of the last complete innings 

Rosters must be submitted prior to their first game

 Teams must have a signed copy of their Rosters and their Insurance turned in prior to their first game.  Additions to the Rules posted online  1.TEAMS may bat 9 players and use the HS Substitution re-entry rule or they may bat their entire Roster and then be able to free substitute players in the field.Their is No EH or DH its 9 or ALL 2.No infield or outfield prior to the games. There is plenty of open fields to have players work out prior to the games 3.Absolutely no BBQ'ing is AlouD in the Park  4. Teams will flip for home team  5. All Questions we will refer back to National High School Federation Rules 6.
