2016 AABC NORTH ATLANTIC 12U PEE WEE REESE REGIONAL TOURNAMENT
INFOMRATION
There will be a MANDITORY MEETING on Wednesday 20 July 2016 at 730 pm at Passaic Recreation Building 330 Passaic St Passaic NJ.
Manger’s need to have a representative present at the
meeting. We will be addressing the following at the meeting:
The Rules that we will
follow for the tournament: AABC White Book Rules no exceptions. Teams can only bat 9
players there is no EH or DH allowed. There is NO Courtesy Runners for any player; teams will have to use substitutions if
they want to have a runner for a Base player on base. Balks, Dropped 3rd strike, and infield Fly will be called.
We will pass out the brackets and they are already filled out and determined ( Per our region North Atlantic Rule. Angelo
our Regional President who has pulled all brackets to predetermined the seeding prior to the tournament. At this time we will
address any questions or concerns you have. The times are set and will not be change unless we run into any in climate weather
or something that is not seen prior. The AABC Tournament brackets are ran under their TRUE DOUBLE ELIMINATION TOURNAMENT BRACKETS
Rules. Please look over the AABC White Book and familiarize yourself with the way the brackets are run. You can find the information
in the AABC White Book on pages 19 & 20
Pitching Rule: see page 36 & 37 in the AABC
White Book. A player can only pitch 7 innings with in two consecutive days. ( No pitcher may pitch 3 days in a row)
Bats: BPF 1.15 barrels can go up to 2 ¾ in size and there is no weigh restriction
Manger’s
need to bring the following information with them to the meeting as it will be check at the end of the meeting
a copy of their rosters, ( Must be signed off by their League Director)
players birth certificates,
their books showing all their players have played in at
least 1 game,
Pick up players a copy of their book from their team showing
they played in at least 1 game and a roster from the team the pickup players were picked from.
Copy
of their K & K Insurance
Manger’s need to bring 2 checks made
out to NJYB. The first Check must be made out for the amount of $350.oo ( $300 for the Regional Tournament
and $50 for the AABC ) The second check will be made out to NJYB in the amount
of $250 ( this check is a forfeit check in the event that your team does not show up to a game, or decides to leave early)
At the end of the tournament if you played all your games as scheduled the check in the amount of $250 will be returned before
you leave. If you do not bring both checks to the Coaches meeting you will not participate in the Regional Tournament.
G. We ask that teams show up at
least 30 minutes prior to your game times in the event that a
game is finished early we would like to start the next game as soon as possible.
H. All players and coaches are
required to wear AABC patches on their hats. Team may
purchase them from the AABC National Office or from your State Associations or at the
meeting they will be for sale. The AABC Patches cost $1 from National Office and $2 at the
tournament.

Passaic is the Host site they will be offering a
full concession stand so they ask that parents
do not bring any drinks or food to the games. They are hosting this tournament and have
expenses that are required in order to run this tournament. They also use it as a fund raiser
for their program and teams . Teams may bring water and drinks for the players.
Passaic will also be selling Tournament T-Shirts
ABSOLUTELY NO
ALCOHOLIC BEVERAGES PREMITTED ON THE PREMISSES .
If in the event anyone is caught drinking or is
found to have any Alcoholic Beverages at the site the Passaic Cops will be called and the team will be thrown out of the tournament.
Please let your parents know this RULE it will be strictly enforced. This means no red solo cups or bottles in bags / purses.
The game is about the Players and their safety.
The Brackets have
been predetermined as to where teams are seeded. Games will start on Thursday at 4, 5,6,8 PM Teams will play 1 game on Thursday
and 1 game on Friday if a team loses 2 games they are eliminated. Teams should be aware they will/ could play 2 games on Saturday
and Sunday pending the lay-out of the brackets
In the event your team wins this tournament your team will advance to the AABC Pee Wee Reese 12u
World Series in Puerto Rico. The World Series is being held from 3 August to 7 August 2016 Teams need to arrive on 3 August
2016. The teams that attend the World Series are expected to stay the entire length of the World Series Puerto Rico has a
opening ceremony parade and a closing ceremony parade for all teams.
AABC Umpires will be umpiring the games and there will be 2 umpires at each game. Once a game starts they
will be in total control of the games. Any verbally foul language will not be accepted. Coaches are responsible for their
players, coaches, and spectators. AABC Umpires will do their best in calling all games to their best of their ability and
in all fairness to the game. As you aware they are only human and mistakes are made they will do their best to ensure the
correct calls are called and all rules are followed. If you have a issue with a call please approach the umpire in a reasonable
manor and they will give you answer any questions you have. All Umpires are AABC Certified
and Registered Umpires who will be umpiring the tournament, so they know the rules of the AABC.
Protest: I ask you very nicely if you are going to protest please read
Angelo letter on Protest. No judgment calls can be protested and I would hate to take $100 over a protest of a judgment call.
A Protect must be made before the next pitch. Then a letter must be written and submitted with $100.00.

REGIONAL RULES AND REGULATIONS (2016 Version)

1. Unless
otherwise prescribed, the Official Baseball Rules shall be in force. Stan
Musial, Connie Mack and Mickey Mantle divisions; designated hitter (DH) for the pitcher only and no re-entry (Rule 702, 803,
902). Re-entry is permitted in the Sandy Koufax (Rule 1002);
Pee Wee Reese (Rule 1106); Willie Mays (Rule 1206) and Roberto Clemente Divisions (Rule 1308). No DH is permitted.

2. Any games not legally completed because of inclement
weather or other unforeseen developments shall be a suspended game and play shall be resumed from the point of suspension;
any game legally completed shall be subject to Rule 4.12(a) of the Official Baseball Rules. (Rule 214).For Sandy Koufax or
Pee Wee Reese any game stopped that has gone past the 4 1/2th inning if the Home team or has completed 5 innings will be a
official game.

3. In Stan Musial
play, each region may elect to have games either seven or nine innings in length. (Rule 701). In all Stan Musial, Connie Mack, Mickey Mantle, Sandy Koufax and Pee Wee Reese games (including the championship
game), games are scheduled for seven innings, but will be terminated after five innings if the visiting team is ahead by at
least eight (8) runs and after four and one-half (4 1/2) innings if the home team is ahead by at least eight (8) runs. (Rule
203).
All Willie Mays and Roberto Clemente games (including the championship game)
are scheduled for six innings, but will be terminated after four innings if the visiting team is ahead at least eight (8)
runs and after three and one-half (3 1/2) innings if the home team is ahead by at least eight (8) runs. (Rule 203). .

4. The batter must wear protective headgear, with double flaps, both
while at bat and while running the bases; and the catcher must wear protective headgear, cup, and throat protector
(or mask with built in throat guard) while catching. The umpires have been instructed to rigidly enforce these
requirements, without exception, and deviations will NOT be permitted. A catcher’s mask, cup and helmet must also
be worn when warming up a pitcher on the field or in the bull pen. (Rule 221(b)(c)).

5. Players and coaches (first and
third) must be in uniform. (Coaches may wear matching shirts and baseball pants if they do not have matching
team uniforms). Coaches on 1st and 3rd must wear protective helmets. No one other than the
24 players (Musial) or 20 players (All other programs), 1 manager, 2 coaches and 1 score keeper are permitted in the dugout
or field area. All persons in the dugout or field area must be in uniform except for the score keeper.

6. Dates, time and/or sites of tournament games are subject
to change at the discretion of the designated tournament director. (Rule 201(g)).
.
7. In tournament play,
no team shall be permitted to play more than two (2) games in one calendar day without direct permission from the national
office. (Rule 202 and 217).

8. To qualify in all divisions except Stan Musial, all players must report to the Director
at least one hour before their first game with a Birth Certificate or passport. No hospital or Baptismal Certificates
may be used. Exceptions can only be granted by the AABC Tournament Director after consultation with the Regional
Vice President.

9. Players must sign the
Tournament Team Roster in the presence of the Director.
.
10. No player may be added to the roster after initial
certification except as provided in national rules.
.

11. All rules of the AABC Official Handbook are to be strictly
followed and the burden of understanding the rules is on the team manager. This includes, but is not limited to, the
pitching rules for number of innings for Connie Mack (Rule 804), Mickey Mantle (Rule 903), Sandy Koufax (Rule 1003), Pee Wee
Reese (Rule 1102), Willie Mays (Rule 1202), Robert Clement (Rule 1302) and parings (Rule 211).

12. Protests on rule interpretation are decided by the Director on the field.
Appeals must be made immediately (before the next pitch is thrown) to the director after the play in dispute and be accompanied
by payment of $100.00 and citation to the specific rule which you are protesting from the Official AABC or Major League baseball
rule book. The fee will be returned if the protest is upheld. The protest will not be considered without the
fee or the correct citation to the rule..

13. For AABC regional play
a team may have not more than twenty-four (24) players in Stan Musial and not more than twenty
(20) players in all other divisions.

14.
About ½ hour before each game a coin toss will take place. The winner of the toss has his choice of dugout or
home/visitor team. (Please note if team A wins the toss and chooses to be the visitor, team B still gets choice of dugout).

15. If time permits, each team will have ten minutes
of infield/outfield practice. The visiting team goes first. Times may be shortened or eliminated at the sole discretion
of the site manager.
.

16. All teams must present insurance coverage
from K&K .
.
17. Trips to the mound will follow the Major League rule except that if a pitcher is removed as a pitcher he may
play another position. He may return as a pitcher if he was not removed because of trips to the mound (Rule 201(b)).

18. If a player or coach is ejected he must sit
the next game. If he is ejected a second time, he will not be permitted to appear in the balance of the tournament.
If a coach is ejected or suspended he must leave the field and the stands. He cannot be viewable from anyone on the
field or in the stands. If a player is ejected or suspended and he is not deemed a disruptive influence by the site
director he may remain on the bench so he can be supervised by the coaches.

19. There will be no degrading cheering or chanting.
If the umpire or tournament director determines a violation there will be one warning. Thereafter players or coaches
will be ejected.

20.
All players and coaches must remain in the dugout or the in the bench area unless they are playing or coaching. They
may not sit on the dugout steps or the area around the dugout or bench. They also may not stand against or near the
backstop. If there is a violation, one warning will be issued. Thereafter players or coaches will be ejected.
If an argument or fight breaks out on the field any player leaving the dugout will be ejected.

21. If there are problems with the weather the tournament
director has the sole discretion to decide who is declared the champion (Appeals may be made to the Regional VP only if the
rules are not applied properly). First he will eliminate all teams with a loss if there is/are undefeated teams.
(If only one team is undefeated that team will be declared the winner.) Next the white book “POOL PLAY” Rule 212 will apply if all the teams left have
played each other.If the teams have not played each other or some of the teams have not played each other, the following will
apply:
1. Least total runs given up;
2. Most total runs scored;
3. Net runs;
4. Draw. Please note with regard to 1, 2 and
3 the number of games is not a factor to consider as the schedule (the number of games) is by luck of the draw.

22. All tournaments must make every effort to be done by the Sunday night prior to the
start of the World Series (Rule 202). No game may start after 9 p.m. on Sunday. Exceptions can only be granted
by the Regional V.P. at the request of the tournament director. (If the regional tournament is set up 2 weekends before
the World Series this rule does not apply until the Sunday preceding the World Series).
23. The bat rule as per
Rule 221(d) applies as indicated.
24. TEAMS WILL PAY $350 PER TEAM TO ENTER THE AABC REGIONAL TOURNAMENT TO HELP OFFSET WITH THE COST OF RUNNING THE TOURNAMENT
AND UMPIRE FEES and a AABC $50 Fee for each tournament.
25.
THERE WILL ALSO BE A $250 FORFIET BOND PUT UP THE NIGHT OF THE MEETING. IF YOUR TEAM DOES NOT
FORFIET A GAME THEN IT WILL BE RETURNED. IF THE TEAM FORFIETS THAT TEAM WILL LOSE THE $250
